In menu: Patterns/Scale-Rotate Pattern...
The script can be accessed by right-clicking on the Pattern and selecting "Scale-Rotate Pattern..."
Scales / sharpens / rotates the current pattern and makes it the active pattern.
Gimp allows you to use an image from the clipboard as a fill pattern, so you can just use it from there or save it.
Not all patterns will remain seamless (for tiles) after rotation.
The Unsharp or Unsharp Mask activates interactively so you can visually adjust the sharpness.
